RALEIGH -- The ACLU of North Carolina has warned Johnston County, Wake County and Raleigh that new rules restricting panhandling may be unconstitutional and has asked them to repeal the restrictions or face possible lawsuits.

Street people, those on the fringe of society, sleeping in parks, eating from garbage cans, and panhandling change have returned to the New Orleans en mass. Different from the homeless these are often the mentally ill or substance abusers.

Supporters of homeless people are flooding movies theatres this weekend. They hope to get your attention and that of comedy star Adam Carolla whose new movie “The Hammer” opens this weekend.
